PWC - Shooting on Public Land

Post by PRLswabbie »

Hey everyone,
This is my first post and I'm hoping to contribute as much as I can from here on out. So, I have been wanting to shoot on my land here in PWC and needed some help o clarifying the state and county laws/ordinances so I reached out to my NRA contact. This is what I got.

ME:
My question is, can I shoot on my property? Per the below, I believe I can.

I am trying to determine whether or not it is legal to discharge firearms on my property. From my understanding of the laws below, yes, I am allowed to. My main point of concern is the 100yds from a public rd law. Does that mean the property or the location from which I am shooting?

Prince William County laws

31-24: Notwithstanding any other provision of this article, it shall be unlawful for any person willfully to discharge a firearm on or within 100 yards of any public right-of- way, or any public street or highway, subject to the exceptions below.

So if I am at least 100 yard away from the public road I am fine, right?

31-26 & 27 :defines restricted area execeptions
31-28 outlines the restricted areas

(8) (Manassas south area) Beginning at the intersection of Rt. 661 (Godwin Dr.) and Clover Hill Road (at the corporate limits of Manassas); thence southeasterly along Rt. 661 to Business Rt. 234 (Dumfries Rd.); thence north along Rt. 234 to Rt. 720 (Old Dominion Dr.); thence along Rt. 720 to Rt. 702 (S. Grant Ave.); thence northward to the corporate limits of Manassas; thence following the corporate limits of Manassas west and north to the place of beginning.

I think it is best if one of our attorneys answers this. J, would you mind?

Scott seems to be correct that as long as he is more than 100 yards from a public right-of-way (or a dwelling without permission of the owner) and assuming he isn’t inside one of the restricted areas, the PWC ordinances would not prohibit him from discharging a firearm on private property. PWC’s firearms page confirms this read of the ordinances PWC Ordinances

I read the 100 yard requirement to apply to any aspect of the shooting (where the shooter is to where the projectile comes to rest), not to the distance the parcel must be from a right-of-way.

He may also want to ensure discharging a firearm on his property would not violate PWC’s noise ordinance. The noise ordinance is covered in chapter 14 of the PWC municipal code linked to below.
