Maryland HB-62 in 2014 - Virginia Reciprocity

Post by allingeneral »

From Kenn Blanchard's blog (BlackManWithaGun.com)

HB 62-License Issued by Delaware, Pennsylvania, Virginia, or West Virginia – Reciprocity
Filed by Delegate Smigiel

Would allow residents of the listed states with permits to carry in MD.
While it would not help MD residents (unless they honor non-resident permits) it would show people of MD who have never traveled that CCW does not equal blood in the streets.

I just read the bill at the link and noticed a possible loophole...
A LICENSE ISSUED BY DELAWARE, PENNSYLVANIA, VIRGINIA, OR WEST VIRGINIA TO AN INDIVIDUAL TO CARRY A REGULATED FIREARM, INCLUDING A CONCEALED REGULATED FIREARM, IS VALID IN THIS STATE.
Since Virginia doesn't have a "Regulated Firearm Permit" - Maybe rewording would help this law by removing the word REGULATED from the license text and clarifying at the end of the paragraph, as follows:
A LICENSE ISSUED BY DELAWARE, PENNSYLVANIA, VIRGINIA, OR WEST VIRGINIA TO AN INDIVIDUAL TO CARRY A FIREARM, INCLUDING A CONCEALED FIREARM, IS VALID IN THIS STATE FOR ANY REGULATED FIREARM AS DEFINED IN SECTION 5-101(R).

Even without the possible loophole that you pointed out, is there any chance that this bill would pass?

MD is one of the 5 worst gun rights states in the country, in my opinion (NY, NJ, IL, HI, MD). I really hope this law passes, but I have serious doubts.

It will never pass. Md politicians think VA is the Wild West. I used to live in the S Hole state and it's politicians hate the constitution. Md gun owners showed up in Annapolis last year and were there testifying against SB281(the new gun control laws)until the late hours of the night and they still passed it. That state needs a reset button. Another reason for us in VA to remain vigilant and involved. You blink, and your rights are gone.

I wonder what the Vegas odds would be for this becoming MD law.
