Rick, on the money.

So, some anecdotal info: the lockdown kept most people in their offices, some in excess of eight hours. No food, no water, no restroom.

In my mind, this makes for a strong argument for a Bugout Bag at work.

The part you guys are missing though is that security was telling everyone to leave their things behind, run outside and get away. So how are they supposed to scan back in or ID themselves to get back in if all their personal stuff is inside the building. There were lots of people stranded outside all day because they couldn't get back in or go home. That sucked for sure. NAVSEA is not an easy place to get into and is secure despite being on a relatively accessible navy yard.
