Penalty for concealing weapon without a CHP?

Don't worry guys, I DO have my CHP, my buddy asked me this and I didn't know the answer. What is the penalty for concealing without a CHP? I googled and tried looking all over the VSP's firearms page and FAQ without luck.

So -

First violation/conviction: Class 1 misdemeanor
Second violation/conviction: Class 6 Felony
Third or subsequent such violation: Class 5 felony

Which all sounds pretty subjective to me since the judge will have to base sentencing on the particulars of a specific case. Not to mention whatever deals are made.
