Well, your Congressional morons are at it again. Let's see what's wrong with this proposed bill:

1. The government picks winners and losers when it comes to private business (online and mail order businesses lose, brick and mortar businesses win). Anytime the government is able to pick winners and losers businesses lobby Congress so that they're on the winning side.
2. You already have to show your ID and go through background checks to purchase firearms, why do you have to show your ID again just to purchase ammo? The only thing I can do with ammo without a gun is throw it at someone.
3. How many small businesses will either shut down or drop ammo sales because the licensing process to be an authorized ammo dealer and record transactions is not worth it?
4. How much extra hassle will this add to each transaction? I'm not going to purchase bulk ammo anymore. My future purchases will be in the smallest qty possible just so I can do multiple transactions. I'll take the 5 pack of shotgun shells please. On 20 separate transactions.
5. If I do buy more than 1000 rounds the business has to report me. What does this accomplish? You can easily go through a box of 500 rounds of 22 ammo in a day at the range. If I get two or more boxes for a weekend trip I'm on some watch list now?
