As for picking JFK's tomb to lay a wreath on, it occurs to me that he was (or at least he was made into) a liberal martyr, and perhaps liberals, while they held the white house, latched onto an opportunity to keep his memory alive. Then it becomes a tradition that non-liberals observe because conservatives are big on tradition and don't want to appear mean about something that after all does no harm.
