You know, I kind of like this particular topic. Discussing who was a great leader is interesting to me. I really enjoy reading the responses.

As pointed out before people can lead for good and for bad. Hitler, Mao, Stalin all were extremely effective leaders. They got people to do amazingly evil things and deluded whole nations.
Setting those aside who through their leadership did great evil, I think we have several candidates for best. At the top of my list would be Winston Churchill, Mother Thersa, Patton, Pope John Paul II, and Reagan.
