More than 98,000 civilian federal employees were delinquent on their taxes in 2010, adding up to more than $1 billion in taxes owed, according to the IRS.

Er, technically 100% of non-corporate Americans owed taxes in 2010.

3% and 4% is actually pretty good. The article also states more than 2% of military personnel are delinquent too.

I owe every year. I pay every year too. No matter how hard I try I always underpay.

The funny thing is the interest rate the IRS charges (dunno about penalty, never got that before) is so low some people use the IRS as a low interest loan, invest it, then pay the IRS, then pocket the profit.
