The answer is simple. To keep voters home. June 9th is the date of the Virginia Primaries. Other deadlines include:
April 13th: Deadline to register to vote for May elections
April 28th: Deadline to request an absentee ballot for May elections
May 5th: May elections/Special elections
May 18th: Deadline to register to vote
June 2nd: Deadline to request absentee ballot for June 9 election
June 9th: State Primary elections

With Northam's social distancing requirements, no opponent can effectively campaign. He may not be able to serve as governor a second term, but there's nothing stopping his replacement from taking his seat. Is Herring next?
