9mm wins over .40 due to availability and economy of ammo, as it does over .45. We're talking daily-carry sidearms for guys who are just barely able to qualify, so the smart thing to do is give them as many rounds as you can, and the 9mm wins again. Let the shooters carry their favorite sidearm, but...

Why carry a 5 or 6 shot .38 in the same place you can carry a 14 shot 9mm? There really are no low-recoil .45's, so your options fall to 10mm, 40, and 9mm. Wheelguns are pretty, and they are great at the range, but who wants to reload twice when you don't have to? The 9mm is back on target much quic...

The one centerfire which I can claim to be a certified gunsmith on. The M61A1 and A2 are actually capable of 7,200 RPM, but there is no feed system capable of feeding it at that rate. Being 20mm, it's officially a cannon. The old Tomcat slogan used to be "There is no kill like a guns kill"...
