After you pay the clerk, how many days did it take to recieve the permit?

Do the address on the bills have to match the driver's license? They all are showing Virginia state though. Just need to prove one has been in the State for at least 90 days right?

90 day proof of residency required...such as utility bill. However this is not enough info. Can they use a utility bill from earlier in the year like April, May and June or June, July, Aug?
