I haven't been there in years but in Fairfax City across the street from Patriot Harley Davidson is a pawn shop that had a whole wing of display cases dedicated to firearms and one case was always full of revolvers.

As understand it, Delaware did it because the VA permit does not have a photo on it. I applied for a FL non- resident which has a photo. Rifle ranges, pistol ranges, and how about shoot and move scenarios? Perhaps you could have the option for public hourly use in select areas and full access for yearly club members with other perks.
