Hey guys, a buddy will be coming down from MA to hang out for a week and will be bringing some of his guns. Aside from the travel down per FOPA, since his MA permit is not honored by VA, can he still OC or is that just for residents?

As long as he is 18 or over and not a prohibited person (the usual - felonies, domestic violence, etc), he can OC. There is no limitation as to residents vs. non-residents.

Generally non-permit holders can open carry, state resident or not.

However, the below law does apply to non-permit holders. So keep the 30 round mags in your pocket and not in the gun if you visit in these areas.

§ 18.2-287.4. Carrying loaded firearms in public areas prohibited; penalty.

It shall be unlawful for any person to carry a loaded (a) semi-automatic center-fire rifle or pistol that expels single or multiple projectiles by action of an explosion of a combustible material and is equipped at the time of the offense with a magazine that will hold more than 20 rounds of ammunition or designed by the manufacturer to accommodate a silencer or equipped with a folding stock or (b) shotgun with a magazine that will hold more than seven rounds of the longest ammunition for which it is chambered on or about his person on any public street, road, alley, sidewalk, public right-of-way, or in any public park or any other place of whatever nature that is open to the public in the Cities of Alexandria, Chesapeake, Fairfax, Falls Church, Newport News, Norfolk, Richmond, or Virginia Beach or in the Counties of Arlington, Fairfax, Henrico, Loudoun, or Prince William.

VA has pretty excellent reciprocity as well, right?

Although I bet it's nearly impossible to get a permit in MA.

Although MA's gun laws are terrible, it's not as hard as people think, it's nothing like NY,NJ or CA. If your not prohibited they'll give you the permit. The trick is not getting a restriction that doesn't let you conceal. If you don't live near Boston, your usually ok. Either way, I'm glad I moved to VA :pistol:

Interesting semantic problem....

In MA you need a permit for a handgun.
In VA you don't.
In VA the word "permit" connotes permission to carry.
In MA the word "permit" connotes permission to own.

At least, that's how it was when I moved to VA from MA 24 years ago. Before i moved here, I went into a gun shop in Alexandria (where I was moving to) and asked whether I could ship my guns to him from MA so i could have them in VA. he laughed and said, "Hey, you're in the South now, none of that is necessary. Just bring your guns with you." I was stunned, but 24 years later I look back on MA as incredibly restrictive.

I will be getting my CCW in TN. It is good to know that VA, (10 miles from my house) is good to go for OC. :clap:

Not only is VA good to go for OC but your TN CCW is good in VA. :clap:
