Most of the issues wouldn't be from multi-strike capablities... it would be a one-off from a terrorist, nuke wise. Dirty Bombs more than likely.

I was thinking more for tornadoes, and riots.

And in truth, it'll be a plague LONG before it's nukes! :tinfoil:
