If it's a gun that you already own and you know that your spouse or family member is not prohibited from owning a gun, and you are both Virginia residents, then yes.

If you plan to make a new purchase to provide as a gift, then you're better off to buy a gift card to give to the recipient and let them make their own purchase, fill out ATF forms and their own background check.
