Gunsmith Near Sprindfield

I want to make my mosin a target gun, i need a Heavy Barrel. I know that i need a smith to meet the barrle to the reciver and time everything correctly. Also he would need to get the head space correctly. I also need a smith to put a rock solid mount on my reciver. how much would this cost me, the timing/headspace and mounting the reciver?
