It was every businessperson's nightmare.

Arriving at Harv's Metro Car Wash in midtown Wednesday afternoon were two dark-suited IRS agents demanding payment of delinquent taxes. "They were deadly serious, very aggressive, very condescending," says Harv's owner, Aaron Zeff.

The really odd part of this: The letter that was hand-delivered to Zeff's on-site manager showed the amount of money owed to the feds was ... 4 cents.

Inexplicably, penalties and taxes accruing on the debt – stemming from the 2006 tax year – were listed as $202.31, leaving Harv's with an obligation of $202.35.

Zeff, who also owns local parking lots and is the president of the Midtown Business Association, finds the situation a bit comical.

"It's hilarious," he says, "that two people hopped in a car and came down here for just 4 cents. I think (the IRS) may have a problem with priorities."

Now he's trying to figure out how penalties and interest could climb so high on such a small debt. He says he's never been told he owes any taxes or that he's ever incurred any late-payment penalties in the four years he's owned Harv's.

In fact, he provided us with an Oct. 22, 2009, letter from the IRS that states Harv's "has filed all required returns and addressed any balances due."

IRS spokesman Jesse Weller isn't commenting "due to privacy and disclosure laws."

Zeff says he's as offended as much as anything else by what he considers rude behavior by the IRS guys. While at Harv's, he sniffs, "they didn't even get a car wash."

Be particular, and be vigilant, as the enemy will only attack on two occasions:
When you're ready or when you're not ready.

Also never forget, that everyone who shows up, is not necessarily there to help.

Hey, its patriotic to pay your taxes...even if its only $0.04.

On a more serious note, I'm quite certain those IRS agents get paid around $50 per hour plus benefits. I wonder how much of our money they burned going after 4 little pennies...
No more catchy slogans for me...I am simply fed up...4...four...4...2+2...

Having had some serious dealings with the IRS I came away with this main impression. Intimidation and fear are the actions that they use to keep the fear of God (literally) in people. It would not serve them well if folks just ignored them when they come around. Additionally if you don;t play by their rules when trying to deal with them they make it next to impossible to accomplish anything . You have to treat it like dealing with a spoiled child and cater to their every whim and beckon call lest they hang up and put leins on everything you own and don't tell you ....

A couple years ago I owed them a couple thousand dollars which I put on their easy pay scam and broke it out over 4 or 5 months. I was about a week late on the last payment and got one of their standard form letters, registered of course, saying if I didnt make payment immediately they were going to seize all my assets, freeze my bank accounts, and garnish my wages...why dont they do that to guys like litte timmy tax cheat....

Well when the communist signs this unconstitutional law in a week or two, it will create something like 100,000 new jobs mostly at the IRS. These jobs will primarily be in ENFORCEMENT(which ties in with the story some months ago about the IRS stocking up on weapons)... The "healthcare" bill will give the IRS some NEW duties as well as some new responsibilities, one of which will be to enforce the mandatory coverage clause of the communists takeover bid. This is it folks, this is the death of American liberty that the enemies of America have been chanting for, for decades. It took 52% of the uneducated american voter to defeat our fore fathers dreams. The only way they can be turning votes now is to inform those who are wavering, " You will vote with us, and stay in power, or you will vote for the people and become one of them"
'those who hammer their guns into plows , will plow for those who don't'
