I'm with Cowboy T on this one, as long as there is a job here in the U.S. we will never completely stem the flow of illegal immigrants.
But for a little fun let's look at your proposal... OK I know you're kidding but humor me. Let's do the math

Our Southern border is 3141 KM long. Three shifts mean of a current force of 20,000 on the Southern border you're going to take half approx 10,000 for your scheme of 1 per KM. But wait, since there are all sorts of places where visibility is less than 1KM, who knows how large this force will be?
The old East German state with a border of 1,393 KM employed 50,000 border patrolmen, a triple fence over every inch, guard towers within sight of ea other, dog runs to cover unobserved terrain, a 5 KM exclusion zone, ant-tank ditches, anti-personnel mines, automatic enfilading fire machineguns, and a Stasi and informant system so large that a standing joke was in any group of 5 East Germans, at least one was invariably a government informant. With this illegal border crossing slowed to a trickle. Is this what we want a virtual police state?
That leaves less than 10,000 to handle 250 million legal crossings annually at 42 crossing points, that's over 20 million monthly and that's not including vehicles or rail cars. It's the most heavily trafficked border on the planet. Hell considering the cost it would be cheaper to just pay them to stay in Mexico. Surely they would understand a little bribe. Btw it's still the case that approx 40% of illegals come here legally and over stay their welcome.
Btw there are illegals who tell us that their numbers grow the harder we make it to illegally cross. In the good ole days most didn't stay permanently. Now that it's more difficult and more expensive than ever to get here, once here all thoughts of going back and forth is gone. So they seek to bring the family here as well.
I'm discounting killing anyone for a misdemeanor, which is what it is when you cross our border without first presenting yourself to our border officials.
Cowboy T is right, shut off the reason they come, and simple enough they won't come, A $150K fine per incident and criminal prosecution would shut down the reason employers hire illegals in a hurry.
But do understand that such a system is a dagger aimed at the underground economy since it would be illegal to pay regular employees under the table. That's fine by me since such payments avoid taxes, and almost always involve paying less than what honest above board American businesses are paying in wages.
