I don't really understand why this editorial is titled the way it is since DC really hasn't done anything to change the de facto ban on firearms in the city. Seems to me like it's just a couple of baby steps to try to placate some folks and get the Washington Times off their back.

Baby steps are better than no steps. And, since they've started moving, now would be a good time for DC residents to apply pressure more firmly.

As to the title, it's probably to impress those who skim the headlines, but don't actually read the article.

Emily Miller's series on her efforts to do follow the DC regs (and its numerous rabbitholes) is good reporting. It is worth a read if you have time.
