New York Pharmacy Shootout Leaves Suspect, ATF Agent DeadDec. 31, 2011 A shootout at a suburban New York family pharmacy left a suspected robber and an off-duty federal agent dead in a confused shootout that took place as the robber fled, authorities said.
This occurred on Long Island, not in NYC proper, but it seems that LEOs in that area are trained that anyone carrying a gun is obviously a bad guy and an acceptable target. This report of the same story has some interesting information near the end. Pharmacy Robber, Federal Agent Shot Dead in NYBy CRISTIAN SALAZAR Associated Press NEW YORK January 1, 2012 (AP) . . . In May, a New York Police Department officer shot to death an off-duty colleague who was carrying a gun while chasing a suspected car thief in East Harlem.
In March, an off-duty transit authority officer shot a Nassau County police officer who was in plainclothes and carrying a rifle while both men were responding to a crime in the town of Massapequa Park.
And in 2008, Westchester County police officers killed an off-duty officer from suburban Mount Vernon while he intervened in a fight.

Your Jumping To Conclusions... NOWHERE in either article does it state that the OFFICER SHOT THE OFFICER... And in no way are we trained to shoot at ANYONE WITH A GUN... 30 years ago, when I was doing that for a living the statistics were that only 1 round of every 4 fired by a LEO hit the intended target.
For me that means (to this day) that if LEOs are shooting, I want to be behind some good cover or getting as far away from the area as I can.
When you shoot in the grip of fear or excitement the bullets usually don't go the same place as when you shoot in deliberation at the range.
Think about deer hunting. All those nice little groups at the range would lead you to believe in one shot kills in the woods. Then remember the last time you where in the woods and you heard, bang, bang, bang, bang.

Police departments are made up of human beings. Human beings make mistakes. Some human beings are more honorable than others, some are more susceptible to corruption than others, some are more skilled, and all are different from everyone else in some way or another.
Given this, it stands to reason that the quality of any given police department will vary from the others. Some for the good, others, not so much.
The guy that put my first tattoo on me currently sits in prison, paralyzed from the waist down on account of a PD bullet in his spine. He had it coming to him, but given the circumstances, he should be dead. He was completely surrounded by officers, and he fired a shot. All 20 or 30 officers unloaded in his direction. He got hit once, it was nothing short of a miracle that 1)He lived, 2) The officers didn't shoot each other, and 3) no body else was injured. The surrounding buildings and vehicles were damaged, though.
However, this incident happened in an area where people leave their houses unlocked and front doors wide open when they go on vacation for a week. The average crime that involves a gun is the defacing of street signs on country back roads. No one was the least bit prepared for an action scene straight out of Hollywood.
Like I said, each department is different, varied levels of skill, preparedness, etc.
