ok so i have a interesting question

my friend bought a surplus tokarev and it was broken something about the sear pin.
he took it to a gun smith and had it fixed. we took it out to the range and now it is doing the following.

you rack the slide to put one in the tube
pull the trigger and everything is fine
at this point you go to pull the trigger and nothing happens
the gun is SA and is getting a full rack each time you pull the trigger but will not recock the gun. as soon as you fire it the slide racks, new bullet in the chamber and then the hammer drops back down like nothing happened it is one fluent motion so it is not something obvious causing the problem.

does anyopne know if this is what it is supposed to be doing
or is this wrong (my guess)

and any ideas on what is actually wrong/causing the problem

Try THIS site. They have assembly/disassembly instructions with pictures. Have your friend disassemble his Tokarev following these instruction and maybe he'll spot what is broken or was assembled incorrectly. There are also a couple of forums listed that might be able to help. I've not got a TT-33 yet so this is about all the assisstance I can provide.
