Taggure stepping up to the plate

Taggure suggested adding an NRA-ILA Alerts forum after seeing the VCDL VA Alerts forum that was added last night. He also offered to help keep both forums up to date. So, I have added the NRA-ILA forum and added Taggure as a moderator of both new forums.
